Ramón García-Bragado Acín, law graduate from the University of Barcelona. Member of the Il·lustre Col·legi d'Advocats de Barcelona (Barcelona Bar Association).


Secretary and Council Lawyer of Barcelona City Council.

He has held several public appointments and responsibilities at various Public Administrations:

Deputy Mayor of Barcelona City Council between 2007 and 2011, holding top responsibility towards the areas of Urban Planning, Infrastructures, Housing, Technology and Internal Regime. President of the Instituto Municipal de Informática (Municipal IT Institute), of the Patronato Municipal de la Vivienda (Municipal Housing Board), and of the company Barcelona Inversiones Municipales SA (Barcelona Municipal Investments), among others.

General Secretary of the Catalan Government from November 2006 to April 2007.

General Secretary to the Head of Government of Catalonia from January 2004 to November 2006.

Town-Planning Manager of the Barcelona City Council between October 1999 and January 2004. He conducted several projects such as the devising, approval and development of the Urban Planning Project 22@bcn, the Urban Planning Project for the transformation of the Poblenou industrial area into a downtown Technological District, the urban planning of the area around the High-Speed Station of Sant Andreu – La Sagrera, or the redesigning of the Besós river mouth surroundings for the creation of the Fórum de las Culturas 2004 (Cultures’ Forum).

General Manager of the Consortium LOCALRET during the years 1998 and 1999. This Consortium consisted of more than 800 Catalan City Councils, aimed at the development of telecommunication infrastructures and the Information Society. As General Manager of LOCALRET, he was co-director of the Strategic Plan for the development of the information society "Catalunya en Xarxa" (Catalonia on the Net), and coordinator of the publication "Els ajuntaments a Internet" (City Councils on the Internet).

Assistant Manager of “Barcelona Regional, Agencia Metropolitana de Desarrollo Urbanístico y de Infraestructuras S.A.” (Regional Barcelona – Metropolitan Agency for Urban-planning and Infrastructures Development) between 1994 and 1998. At Barcelona Regional, Mr. García-Bragado took part on the drafting of plans and proposals related to infrastructures assignment on the metropolitan area of Barcelona (port, airport, high-speed network, high-tension electric network,...) and, particularly, on the Special Plan for the establishment of Telecommunication Networks.  

Technical Secretary to the Instituto Municipal de Promoción Urbanística S.A. – IMPUSA – (Municipal Institute of Urban Promotion) between 1988 and 1994, an organization responsible for the design and building of the city infrastructures related to the Olympic Games (Ring Roads and Olympic Areas). As Technical Secretary he was in charge of the contracting of all necessary works and services. He was the editor of the Special Plan for   Ring Roads’ Utility Tunnels in Barcelona. 

Area Advisor to the Catalan Ombudsman from 1986 to 1988.

Secretary-Administrator of the Local Administration between 1981 and 1986.

Associate Professor of Administrative Law at the Faculty of Law of the University Pompeu Fabra, from 1997 to 2007.

Author of publications, presentations and papers regarding the urban regulation of the underground, the legal organization and regulation of urban services, and the role of new technologies towards the development of cities.  

Mr. García-Bragado has gained extensive experience in Local Administration and Administrative Law, particularly in urban-planning, infrastructures, public investment, and public management, as well as in the development of initiatives related to the use of technology in management and to collaboration projects between the public and private sectors.

Likewise, he has an extensive experience in administrative regulation of the deregulated economic sectors related to transport, energies or communications and, in general, in administrative intervention in economic activities.
